How to use Rotate PDF
Correct a sideways or upside-down PDF by applying the same rotation to every page. Choose a clockwise angle and save a new document without changing the original file. The chosen angle is added to each page's existing rotation, so mixed page orientations may need more than one editing step.

No. This version applies the chosen angle to every page in the document.
Does rotation reset a page's existing angle?
