How to use URL decoder

URL decoder: useful answers
Why does a plus sign remain a plus sign?
The tool follows decodeURIComponent behaviour. It does not treat + as a space, unlike form-urlencoded decoding.
Why does invalid percent encoding cause an error?
A percent escape must form a valid encoded sequence. Incomplete or invalid UTF-8 escapes cannot be decoded safely as text.
